Election monitors note instances of voters in England turned away over ID
Election observers from the Congress of Local and Regional Authorities of the Council of Europe reported instances of voters in England being turned away from polling stations due to confusion over new photo ID requirements introduced by the Elections Act 2022. While these incidents were noted during local elections, the problem was not considered widespread. The delegation, which monitored voting in England, Scotland, and Wales, will publish a report addressing various aspects of the electoral process, including polling station organization, staff training, accessibility, and any interference or harassment. The 17-member delegation, representing 46 European states, conducted observations at multiple polling stations, including locations in Gorton and Denton, where concerns about “family voting” had previously been raised but found unsubstantiated by police investigations. The observers emphasized the importance of their work amid growing threats to democratic processes, including disinformation and attempts to undermine elections. Finnish parliamentarian Jani Kokko highlighted the significance of international election monitoring in sharing best practices and safeguarding democracy. UK officials, including Secretary of State for Housing, Communities and Local Government Steve Reed, met with the delegation during their visit. Representatives from opposition parties such as Labour and the Greens also engaged with the observers. The Electoral Commission confirmed it had briefed the delegation and reiterated that voters who arrive without valid photo ID can return later before polls close at 10pm. Public awareness campaigns have been conducted to inform voters about the ID requirement, with surveys indicating about 90% awareness among the electorate. The introduction of mandatory photo ID for voting in England marks a significant change aimed at enhancing electoral integrity but has prompted concerns about potential barriers to voting. The forthcoming report by the Council of Europe delegation will provide a comprehensive assessment of the elections and offer recommendations to improve the process and ensure inclusive participation in future polls.
