Credit: Proteccion Civil Cd Juarez An October 25 update from Chihuahua’s State Civil Protection Coordination (CEPC) reported 100 storm-related incidents in Juárez between LT on October 23 and LT on October 24. The city accounted for most of the 107 incidents reported across Juárez, Parral and Delicias. Runoff from the Sierra de Juárez increased flows in the Las Víboras and El Mimbre arroyos and the Viaducto corridor on October 24. At least 10 vehicles were swept along the Arroyo de las Víboras, and access to homes in Fronteriza Baja was temporarily cut off. A family of nine, including five children, escaped after floodwater swept their vehicle against a low wall. A man in another vehicle reportedly helped them reach safety. “The Municipal Government of Juárez is maintaining emergency services in the areas affected ; so far, no fatalities have been reported,” CEPC said on October 25. The Díaz Ordaz viaduct was closed during the flooding, while rocks on the Camino Real roadway slowed traffic. The October 24 flooding followed two storms the previous afternoon and evening. Municipal Civil Protection reported winds of about 60 km/h (37 mph) and hail measuring 1–3.5 cm (0.4–1.4 inches) during the October 23 storms. During Friday’s storms, the agency reported approximately 33 mm (1.3 inches) of precipitation in the sector bounded ías Calles, Francisco Villa, Industria and Juan Pablo II. Emergency crews responded to stranded vehicles, flooded homes and a factory-roof collapse during Friday’s storms. Civil Protection’s initial account listed 50 weather-related emergency responses. Floodwater also entered Hospital General de Zona No. 6, operated (IMSS). The institute said hail blocked roof drains and street drainage overflowed, inundating the basement kitchen and changing areas and affecting an operating room and the sterilization unit. IMSS said its 154 hospitalized patients and 22 emergency-department patients remained under care and none required transfer. However, some patients arriving during the emergency were directed to other IMSS hospitals, and meals were prepared at other facilities. The sterilization unit resumed operation after cleaning, while the affected operating room was to remain closed pending repairs and safety checks. Emergency care, pharmacy, outpatient consultations and inpatient care continued, according to the institute’s October 24 update. Municipal authorities had warned on October 22 that an approaching cold front, a cyclonic circulation, an upper-level trough and the subtropical jet stream could produce severe thunderstorms and rapidly rising arroyos. The warning forecast localized rainfall accumulations of 25 mm (1 inch) or more.
