The European Commission is advancing efforts to enhance online protection for minors with the announcement of a new age-verification app aimed at enforcing a minimum age requirement for social media access. This initiative responds to growing concerns about children’s digital safety, with 90 percent of EU citizens supporting stronger measures. The move comes amid alarming statistics showing that 97 percent of young people are online daily, many heavily reliant on social media for news and social interaction, with a significant proportion exhibiting signs of smartphone addiction. Europe has already implemented several regulatory frameworks to safeguard children online, including the Digital Market Act, the Strategy for a Better Internet for Kids, and the Action Plan Against Cyberbullying. The recently strengthened Digital Services Act incorporates specific provisions to protect minors in digital environments. However, none of these measures currently enforce a uniform minimum age for accessing social media or AI-driven platforms. In 2025, the European Parliament advocated for an EU-wide age limit on social media use and called for restrictions on addictive features such as infinite scrolling and engagement-driven content recommendations. The proposed age-verification app seeks to balance child protection with user privacy, and an expert panel advising the Commission is expected to deliver comprehensive recommendations on a unified EU strategy by summer 2026. This approach aims to prevent a fragmented regulatory landscape across member states, some of which are already moving ahead independently. France has enacted a ban on social media use for children under 15, while countries including Spain, Austria, Greece, Ireland, Denmark, and the Netherlands are preparing similar legislative actions. The Commission’s efforts reflect a broader push to create a safer online environment for minors amid increasing digital engagement and the growing influence of Big Tech platforms.
