How driving test booking is changing for learner drivers

From 12 May, new rules will change how learner drivers book their driving tests in an effort to reduce long waiting times and prevent bulk booking abuses. Under the updated system, only the learner driver themselves will be allowed to book, change, or swap their driving test appointments, excluding driving instructors or third parties. This move follows revelations that some instructors sold their official booking credentials to touts, who then resold test slots at inflated prices, sometimes charging learners up to £500 for tests that normally cost between £62 and £75. The changes also introduce stricter limits on how many times a learner can modify their booking. Since 31 March, learners are allowed only two changes per booking, including changes to the date, time, test centre, or swapping slots with another learner. If more changes are needed, the test must be canceled and rebooked, with a refund available if cancellation occurs at least 10 working days before the test date. Additionally, from 9 June, test location changes will be restricted to the three nearest test centres to the original booking, encouraging learners to select realistic dates and locations based on their readiness. Learners will still need to coordinate with their instructors to confirm readiness and obtain a reference number to enter during booking, ensuring the instructor’s availability. While learners can assist others in booking or managing tests, the person being helped must be present during the process, and all confirmations must be sent directly to their contact details. These reforms aim to give learner drivers more control over their test bookings, reduce fraudulent practices, and improve fairness and accessibility in the driving test system.
